Overview of EPR Authorisation for Plastic Waste Management
Extended Producer Responsibility (EPR) is an environmental policy that makes businesses responsible for the management of plastic waste generated from their products. Under EPR, companies that introduce plastic packaging into the market must ensure that an equivalent quantity of plastic waste is collected, recycled, or disposed of in an environmentally sound manner.
The Ministry of Environment, Forest and Climate Change (MoEF&CC) introduced the Plastic Waste Management (PWM) Amendment Rules, 2022 to strengthen EPR compliance in India. These rules mandate EPR registration through the Central Pollution Control Board (CPCB) portal.
EPR Authorisation applies to PIBOs (Producers, Importers and Brand Owners) as well as Plastic Waste Processors involved in recycling and waste treatment activities.
What is PIBO?
PIBO refers to entities that introduce plastic packaging into the market:
Producer
Manufactures plastic packaging materials such as carry bags, films, or containers.
Importer
Imports plastic packaging or products packaged in plastic into India.
Brand Owner
Sells products under a brand name using plastic packaging.
These entities are legally responsible for managing the plastic waste generated from their packaging through collection, recycling, or other approved processing methods.
EPR compliance is mandatory for all such entities generating pre-consumer or post-consumer plastic packaging waste. Depending on the scale and geographical spread of operations, registration must be obtained from CPCB or the respective State Pollution Control Board (SPCB) / Pollution Control Committee (PCC).
If a PIBO operates in more than two states or union territories, registration must be obtained from CPCB. If operations are limited to one or two states, registration is obtained from the respective SPCB or PCC.
Importance of EPR Authorisation for Plastic Waste Management Business
With the introduction of the Plastic Waste Management (PWM) Amendment Rules, 2022, new compliance requirements were introduced for PIBOs (Producers, Importers and Brand Owners) to promote a circular economy and reduce plastic pollution. . Key provisions introduced under the EPR framework include:
- Four plastic packaging categories (Category I, II, III and IV) are now covered under Extended Producer Responsibility. Specific recycling and reuse targets have been defined for each category.
- Recycling, reuse, use of recycled plastic content, and end-of-life disposal have been identified as key elements of EPR compliance.
- Annual recycling targets have been introduced for PIBOs based on the quantity of plastic packaging introduced into the market.
- PIBOs can no longer meet their obligations simply by paying environmental compensation. Unfulfilled targets may be carried forward for up to three years, after which penalties may apply.
- The CPCB and State Pollution Control Boards maintain records of PIBO activities and compliance data through the EPR portal.
- A system of tradable EPR certificates has been introduced. If a PIBO fails to meet recycling targets, it can purchase certificates from registered plastic waste processors who have recycled quantities exceeding their obligations.

EPR Action Plan is the soul of your application for getting EPR Authorisation for Plastic Waste Management. EPR Action Plan has to be carefully made and submitted by PIBOs (those operating in more than two states) to obtain registration from CPCB. PIBOs must fulfil EPR in all the States/UTs they are introducing their products. EPR target for a particular State/UT should be equal to the type & amount of plastic introduced in the market (post-consumer waste) in that specific state. The format of the action plan and the quarterly report has to be as per Annexures 1and 2 given in the SOP for PIBOs issued by the CPCB.

Registration Process for EPR Plastic Waste Authorization
Documents & Fee Submission
The applicant (PIBO /Plastic waste Processor) needs to fill out the EPR Authorization form -1 as per E-waste Rules, 2016, along with all required documents, EPR Plan and the stipulated fee.
Document Scrutiny by CPCB
CPCB thoroughly examines all applications, and shortcomings will be communicated. If CPCB does not send any response within one month of the receipt of the complete application, the certificate is most likely to be generated.
Grant of EPR Authorization
The registration certificate is issued online to PIBOs within seven working days of submitting a complete application. Member Secretary, CPCB shall approve the EPR authorisation of Plastic Waste Management.
Mandatory Half-yearly Progress Report for PIBOs
PIBOs must submit half-yearly reports to SPCB/PCC by giving statements on plastic waste collection and its utilization during the last six months. The validation of the report may be done through Form IV submitted by the recyclers/ and Form V submitted by Urban Local Body (ULBs)/ field inspector etc.
Renewal of EPR Authorisation
The renewal will be based on the compliance status received by the CPCB from SPCB/PCC, subject to the submission of the half-yearly progress report. A renewed registration is valid for three years and is issued within 15 days. Renewal requests, however, must be made four months in advance of the expiry of the present certificate.
