Introduction
Under the Section 417 of DMC Act 1957 (amended from time to time) and composition of offences u/s 469, the authority of issuance and renewal of Municipal General Trade/ Storage License is given to the Central Licensing & Enforcement Cell (CL&EC).
Moreover, Section 417 of DMC Act 1957 also states that whosoever wants to apply and are willing to establish a business of a General Trade and Storage, then they must obtain license from the Municipal Cooperation of Delhi.
To make the process more authentic and to streamline records of trade license, apply applicants who are applying for the new Trade/Storage License, it is said that an electronic generate License u/s section 417 of DMC Act shall be provided. However, it is necessary that there must be completed submission of application along with requisite documents, self-declaration/ undertaking, without prior verification of documents/ site inspection and on receipt of requisite payment within the prescribed time.
All of this is applicable for SDMC as well as NDMC.

All of the categories of MCD General Trade License have a validity period which is for “One Year” and are valid up to 31-March of the Financial Year.
Documents required for new MCD General Trade License
- Id proof (with photograph) i.e. Aadhar card/voter id/ pan card/ valid Indian passport/ permanent driving license, bank passbook with photograph and signature
- Photograph of the establishment with front-facia, display of goods traded from the premises or the business being carried out from the premises
- Proof of legal occupancy of the establishment or allotment letter of govt. agency/tenancy proof/ electricity/water connection bill/landline telephone bill/lease deed /sale deed/GPA
- Site plan/key plan showing the area under the occupation of the applicant or earmarking salient features of the neighborhood of the site.

- Id proof (with photograph) i.e. Aadhar card/voter id/ pan card/ valid Indian passport/ permanent driving license, bank passbook with photograph and signature
- Self-attested scanned copy of last receipt of license fee
- Self-attested scanned copy of original GT/SL.

- Id proof and last receipt of payment
- Board resolution or MOA or partnership
- Lease deed or rent agreement or layout plan

Charges for Renewal of License
- Application/processing fee shall be collected during the submission of application form for renewal general trade license
- License Fee is the annual fee collected at the time of submission of application form for renewal general trade license
- Online Payment Convenience Fee that is 2.0647% of the total amount that shall be collected at the time of submission of application form for renewal general trade license
Charges for Amendment of License
- Processing fee of Rs. 1100/- + 2.064% of total amount i.e. processing fee (except License Fee which was paid earlier during the financial year)
Note:- If there will be any addition in area then additional fee shall be applied and calculated on the difference.
Charges for Surrender of License
- Processing fee that is Rs. 1100.00 + convenience fee (2.064% of the processing fee). Fee shall be collected at the time of submission of application form for surrendering the general trade license.
