Introduction for MCD Health Trade License
MCD stands for Municipal Corporation of Delhi which is the authority responsible for providing civic services to three separate civic bodies namely : –
- South Delhi Municipal Corporation (SDMC) covers four zonal areas i.e. Centre, South, West & Najafgarh;
- The North Delhi Municipal Corporation (NDMC) has areas named Rohini, Civil Lines, Karol Bagh, City Sardar Pahadganj, Keshavpuram & Narela;
- East Delhi Municipal Corporation (EDMC) consists of two zones namely Shahdara North & Shahdara South.
The Municipal Corporation of Delhi (MCD), issues Health Trade License to various prescribed entities, allowing them to start with their business operations related to goods and services. This License is a must-have for specified industries dealing in food items to ascertain that good quality food is reached to the public.
The Entities which require the MCD Health Trade License are :
- Eating Establishments like restaurants, lounges, cafeterias, food vans or any food selling businesses.
- Boarding / Lodging Establishment like rooms, hotels.
- Manufacturing Units that have the business of food-processing, producing food and beverages items like you must have heard about Britannia Industries Ltd, MTR Foods Pvt. Ltd, Dabur India Ltd.
Under MCD while applying for health trade license for new registration you will have certain nature of trade to choose from, named:

Under MCD while applying for a health trade license for new registration you will have certain nature of trade to choose from, named:

- Entertainment and Recreational, the companies providing entertainment services named Netflix, Amazon Prime and many other.

All of the above-mentioned categories mandatorily require MCD Health Trade license to run their business without any penalty that may be imposed if not applied for MCD Health Trade License.
Documents required for MCD Heath Trade License are: -
- Proof of business place such as rent agreement, sale deed, electricity bill, lease deed, phone bill, water bill etc.
- Photograph of business place along with products sold
- Self-approved identification and address proof of all key managerial personnel
- Passport size photograph of all key managerial personnel
- Self-approved company’s personnel PAN Card
- Self approved company’s GST Certificate
- Electricity Connection Number of business place
- Cancelled cheque and bank statement of the business place
- Email and phone number of authorised signatory
- Product description
- Copy of rent receipt, license deed and/or rent agreement.
- One copy of site plan clearly demarcating the proposed area of sub-letting and existing/amended area of the original licensee with measurements and duly signed by the both parties.
- One copy each of site plan and key plan.
- Constitution of the firm, if any.
- Affidavit in the prescribed proforma, which is shown in Download Annexure – 5
- Undertaking in the prescribed proforma, which is shown in Download Annexure – 7
- NOC from the landlord/owner. (Download Annexure-6)
- A rough sketch showing the proposed installation of machinery along with list of proposed machinery with power load (HP) rating.
- One copy of manufacturing process for the applied trade.
License Fee and charges
- For eating establishments like Banquet hall and Canteen & Refreshment room, the registration charges are Rs. 5000/- along with Rs. 250/- process fee and Rs.1000/- as License Fee.
- For eating establishment specifically catering business, there is no registration charges but includes Rs.250/- as process fee and Rs. 6000/- as License fee.
- For Coffee houses, the applicable fee is Rs. 500/- for registration charges, Rs. 250/- for processing fee and Rs. 350/- for License fee.
- For Dhaba and Eating house having seating capacity above 20 and upto 50 seats requires to pay Rs. 2500 as the registration
- Charges, Rs. 250/- as process fee and Rs. 500/- as license fee.
- For eating houses having seating capacity above 50 or other houses will be required to pay Rs. 5000/- as registration charges, Rs. 250/- as process fee and Rs. 500/- for license fee.
- Eating houses upto 20 seating capacity and for Sugarcane crusher, registration charges are Rs. 500/- and Rs. 250/- for processing fee and Rs. 240 /-for license fee.
- For 3 Star Hotel and Five Start Hotel, Rs 10,000 is the registration charges, Rs. 250/- is processing fee and Rs. 500/- for license fee.
- For Swimming Pool in Banquet Hall, Registration fee is Rs. 2500/-, process fee is 250/- and license fee is Rs. 1200/-.
- For Lodging boarding house with more than 20 beds or others, registration fee applicable is Rs. 5000/-, Rs. 250/- for process fee and Rs. 500/- for license fee.
- For Guest House/ Lodging house with dining facility and hotel with restaurant, registration fee applicable is Rs. 1000/-, Rs. 250/- for process fee, Rs. 500/- for license fee.
- For Swimming Pool in Hotel (Boarding/ Lodging Establishment), the registration fee is Rs. 2500/-, Rs. 250 for process fee and Rs. 1200 for license fee.
- For Asofoetida, bakery and confectionery Large Scale/ Automatic, aerated water, bottled water, soft drink, non-alcholic drink-Small Scale, Rs. 5000/- is charged as registration charges, Rs. 250/- for process fee and Rs. 500/- for License Fee.
- For Ice cream plant in local commercial area plying trolleys in One Zone or more than one zone, Rs. 2500/- is charged as registration fee, Rs. 250/- for process fee and Rs. 500 as license fee.
- For Asafoetida and sweet meat shops with manufacturing in same premise, registration charge is Rs. 500, process fee is Rs. 250/- and license fee Rs. 240 is chargeable.
- For Amusement Park, registration fee charged is Rs. 5000/-, Rs.250/- for process fee and Rs. 500 for license fee.
- For Cabaret/ Disco Theque, and for cinema hall, circus Rs.1000 as registration fees, Rs. 250 as process fee and Rs. 500/- as license fee.
- For Health Club/ Gymnasium/ Spa, Rs. 5000/- is charged as the registration charges, Rs. 250 for process fee and Rs. 1000/- as license fee.
- For swimming pool, the required registration charges are Rs. 2500/-, process fee is Rs. 250/- and the license fee is Rs. 1200/-
- For Water Cooling Plant in Local Commercial or Industrial Area Plying trolleys in One or more than one Zone, the applicable registration charges are Rs. 2500, Rs. 250/- processing fee and Rs. 500/- for license fee.

The Municipal Corporation of Delhi (MCD) has 5 different allowed areas where the establishments can be operated. The five of the allowed areas are :-

- Local Commercial
- Residential/ Notified Comm/ Mixed Land Use/ Pedestrian Street
